Although rabbits (especially one called Mr Bilbo Baggins) might be treated leniently by the court, I don't think animals are exempt.
This is from the Licencing website:
Watching TV without a valid licence is a criminal offence. This can lead to prosecution, a court appearance and a fine of up to £1,000 (not including legal costs). The exceptions are in Guernsey where the maximum fine is £2,000 and Jersey it is £500.
M'lud, the next case - No. A/2876 - is one Mr Bilbo Baggins, a rabbit.
Bilbo Baggins, eh? Isn't he from the Lord of the Whatsits?
Rings, Rings, M'lud. Yes. he was. Now the rabbit was detected using various dating channels on the TV and ...
Oh, what for, for God's sake!
M'lud, he was looking for a female rabbit for his hutch, a doe. A companion to...
Not a re, mi, fa, so?
Oh, very droll, M'lud...
Always loved Julie Andrews, you know.
I know, M'lud, you've mentioned it many times. Now detection officers gained access...
That was before I loved you, Standish.
M'lud! I hardly think it's appropriate to...
Sorry, Standish... Where were we?
Detection officers gained...
Oh, why don't we just fine him, confiscate the equipment and...
He's claiming he's not covered by the legislation, M'lud.
Tricky, Standish, tricky! But, wait, wait...
... How do we know this? Does he speak English?

on a laughably more serious note,
how do you come from rabbit tv - to a dating channel?

Stef, this is the website for the service.
I suspect that if you have your TV connected to broadband etc you could register and send messages while you watch the TV screen.
It uses Freeview, so I should be able to see it at home. (I'm at work! v.naughty!
)
Once you are registered, I suspect you can use your mobile to look at your messages and reply, etc. The ones I seen (on the website) were all very brief and to the point!
Maybe Flirtbox advertises on there, or you can access this website via it.
Dunno!
Now... ...how do we go about getting a girl-friend for Mr Bilbo Baggins?
## Edit ##
Just thought! Might be a 'teaser' advert for the service!

wow they say technology moves quickly, and you learn something new everyday.
send messages whilst watching tv! pass ta,
tune into a channel called rabbit tv, for 'brief and too the point' messages. pass ta,
A lady friend for mr bilbo baggins, well I fear he would tear it to bits and actually cook it on the bbq ( he does sleep under it some times) He has become rather aggressive so I hve booked him in for the chop ;0
Which my kittens will be grateful for as he has been a touch over excitable and confused of late
always a plesure handsel x
