This is not an entirely implausible scenario.
Men have been known to become women because they believe they are actually lesbians. Gender reassignment surgery can be undertaken.

Also, exposure to testosterone somehow in the womb could lead to a female embryo developing into a largely physically male baby

True - have seen that in real life - but even a surgery doesn't always imply a happy end, it is still complicate...
